Professional Bio

Dr. Douglas Winton joined the Army University as the Deputy Provost in May 2026. He oversees and implements the University's academic governance to transform PME.

From September 2025 to April 2026, Dr. Winton served as the Chief Academic Officer for Defense Security Cooperation University.

From 2022-2025, Dr. Winton served as an Associate Professor at National Defense University's Eisenhower School of National Security and Resource Strategy. There, he guided student research and taught courses in military strategy, economics, and the defense industrial base.

Dr. Winton served as a Field Artillery officer in the U.S. Army from 1991 to 2022. His final assignment was as the Chair of the Department of Military Strategy, Planning, and Operations at the U.S. Army War College. His previous assignments included the 101st Airborne Division (Air Assault), 41st FA Brigade, 3rd Infantry Division (including two deployments for Operation Iraqi Freedom), 214th Fires Brigade, and 4th Infantry Division (including a deployment for Operation Enduring Freedom). Dr. Winton commanded 2nd Battalion, 5th Field Artillery from 2009-2011.

His PhD is in International Relations from the Johns Hopkins University School of Advanced International Studies. Dr. Winton’s dissertation research examines the role of technology in urban combat and argues that militaries that wish to pursue technological capabilities as their source of asymmetric advantage can effectively employ those capabilities when operating in cities.

Dr. Winton and his wife are active members of his parish and enjoy cycling, hiking, and kayaking the trails and creeks of south-central Pennsylvania when they are not visiting their grown children or traveling to new adventures with friends.
